《南水北调与水利科技》：ISO14031在调水工程环境管理中的应用研究（张泽玉,王金山）（摘要）

摘要：随着南水北调工程的陆续开工建设，研究分析调水工程建设后期和运行期的环境保护和管理，建立有效的管理体系具有重要意义。鉴于目前工程尚未全面进入建设运行期，故谨以黄河济南段为例，将国际标准ISO14031环境绩效评估用于引水、调水工程环境保护研究。文章以量化的数据为基础，采用基于层次—熵权的灰色关联分析法对工程管理的环境绩效做定量评估，提升了环境绩效信息的可靠性，依据所产生的信息，可确认潜在的环境风险、造成环境绩效不佳的主要原因、鉴别环境绩效的趋势，提高工作的效率和有效性。

Abstract:South-to-North Water Diversion Project has been constructing.It has vital significance that researching and analyzing environmental protection and the management measure of water diversion engineering in construction and operation,establishing the effective management system.According to the fact that the present project still didn""t enter the operation time yet,Jinnan section in Yellow River is selected as examples to study the utilization of the ISO14031 standard as a tool to water diversion project environment protection.Quantitative data are used as a basis,with AHP-entropy for datermining targets weight and Grey System Related Analysis to evaluate quantitatively environment performance of project management.It enhanced the reliability of the environmental performance information.On the basis of the information generated,it is recognized that the potential environmental risk,and the main reason for poor environmental performance,which can identify trends in environmental performance, and improve work efficiency and effectiveness.
